The award was given to Alstom Energy and is part of a larger D.E.O. effort to lower the cost of energy and shorten the timeline for deploying off-shore wind energy systems.

Alstom has on-going research relationships with Texas Tech and the national institute of renewable energy which is based in Lubbock.
