"(4:50 on timer) We know our police department has giant issues, and we need to replace it..." Instead of replacing the entire department, merely replace those who do not qualify for municipal employment due to their violations of Article IX Section 4 of the city charter. Privatize as many functions as possible, to get efficient workers with fresh perspectives, with independent private sector oversight. Also, a small substation on the south side of the city would reduce the congestion in the main station, without the expense of tearing down any more buildings. Substations with adequate parking facilities will allow the force to expand, without spreading out numerous municipal vehicles onto residential properties, and without demolishing any more history.
