A Lubbock district judge recommended the Court of Criminal Appeals deny a condemned killer's latest appeal.
Rosendo Rodriguez was convicted in 2008 of killing Summer Baldwin, who was 10 weeks pregnant. Her body was found in a suitcase recovered from the landfill.
Rodriguez was also accused of killing teenager Joanna Rogers and disposing of her body in the same way.
Rodriguez based his appeal in Lubbock's 140th District Court on ineffective counsel during the investigation, capital murder trial, and previous appeals.
Judge Jim Darnell's recommendation comes six months after a hearing on those claims.
