The ban on Russian adoptions hits close to home for Executive Director of Adoption Covenant, Merinda Condra. She has two adopted children of her own. Both are from Russia.
Condra said this problem is a political battle.
"This is just kind of a tit for tat between our two countries for control and who is going to be in charge of what and whether of not we can tell them what to do in their country and whether of not they can tell us what to it," Condra said. "It is not in the best interest of the children. This has nothing to do with the children."
She said Russians do not adopt like Americans, and this will only cause more children to go without homes.
