The exchange transactions appear to be illegal, (guards smuggling tobacco and/or cocaine into a prison) but don't appear to be bribes. In my opinion, a campaign contribution is a bribe. The smuggling and possession in order to vend the contraband is slightly more offensive than accepting a bribe or campaign contribution. Although both should be considered second degree felonies.
