This is a follow-up to Thursday night's story on the controversy enveloping City Hall and Lubbock Power and Light over the way the utility issues contracts and makes procurements.
In emails FOX 34 obtained through an open records request, there is what appears to be an impasse over accounting procedures, and the city manager and her accountants are not signing off on some bills to be paid.
This all goes to the heart of the way LP&L is governed as a separate entity via the city charter, even though it is the largest city department, accounting for a third of the budget. During a lengthy interview with the mayor Thursday, Jeff Klotzman asked him what changes he wants to make in this uneasy relationship. LP&L's Chris Sims then took a turn at defending the utility's practices.
