Customers of Xcel Energy could be paying slightly lower electricity bills beginning in April. The utility is asking the Texas Public Utility Commission to approve a plan that would cut an average of a $1.83 from residential bills for a thousand kilowatt-hours.Xcel reports the change reflects the lower price of natural gas and the delay in implementation of the EPA's cross-state pollution regulation. It is on hold while legal challenges are pending in the courts.
